What MIS 2026 Actually Covers
Two financial burdens dominate the minds of every international postgraduate student. Tuition fees and monthly living costs.
MIS 2026 addresses both directly.
Tuition Fees: The Ministry of Higher Education pays tuition fees directly to the host Malaysian university. Payment follows after the ministry receives the invoice from the institution. Scholars do not pay tuition out of pocket and then wait for reimbursement.
Monthly Living Allowance: Scholars receive RM 1,500 every month. This allowance is disbursed every four months after scholars submit required progress reports.
One important note: the Malaysian government does not cover travel costs to and from Malaysia. Scholars are responsible for their own airfare and relocation expenses. Factor this into your planning before you apply.
Degree Levels and Who Is Eligible to Apply
MIS 2026 is strictly for full-time postgraduate study. Part-time programmes do not qualify.
The scholarship covers two levels:
- Master’s Degree programmes at eligible Malaysian universities
- Doctor of Philosophy (PhD) programmes at eligible Malaysian universities
There is an additional provision for students already enrolled in Malaysian postgraduate programmes. If you are currently studying at an eligible Malaysian public university or a selected private higher education institution, you may still apply. The condition is that you must have at least two semesters remaining before the end of your study period.
This makes MIS 2026 relevant for two groups: new applicants planning to enter Malaysia for postgraduate study and current international students in Malaysia who want government scholarship support to complete their degrees.
Priority Fields of Study
MIS 2026 supports a wide range of disciplines. The Ministry of Higher Education gives priority to the following fields:
- Education
- Arts and Humanities
- Social Sciences, Journalism and Information
- Business, Administration and Law
- Natural Sciences, Mathematics and Statistics
- Information and Communication Technologies (ICT)
- Engineering, Manufacturing and Construction
- Agriculture, Forestry, Fisheries and Veterinary Science
- Health and Welfare
One critical exception applies to the Health and Welfare category: medicine, nursing, and clinical pharmacy are excluded. Applicants in those specific programmes are not eligible under MIS 2026.
Students in engineering, ICT, agriculture, social sciences, business, education, natural sciences, and related fields will find MIS 2026 directly aligned with their academic direction.
Eligible Countries for MIS 2026
The Malaysia International Scholarship is not universally open. It targets graduates from selected countries that Malaysia maintains educational and diplomatic relationships with.
Eligible applicants come from:
ASEAN Countries: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Singapore, Thailand, and Vietnam.
Commonwealth Countries: As recognized under Commonwealth membership.

Eligibility Requirements in Full
Meeting the country eligibility is only the starting point. MIS 2026 sets clear academic standards that applicants must meet before submitting.
Age Requirements
- Master’s applicants: Not more than 40 years old at time of application
- PhD applicants: Not more than 45 years old at time of application
Academic Requirements
- Master’s applicants must hold a bachelor’s degree with a minimum CGPA of 3.00 or equivalent to a Second Class Upper Honours classification
- PhD applicants must hold a master’s degree with a minimum CGPA of 3.00 or equivalent to excellent results in a field closely related to the intended PhD programme
English Language Proficiency
All applicants must demonstrate English proficiency through one of the following:
- IELTS Band 6.0 or higher
- TOEFL paper-based score of 550 or higher, or equivalent TOEFL score
- An official letter from your previous university confirming your prior degree was taught fully in English
Research Proposal
Master’s by Research and PhD applicants must submit a written research proposal of at least 1,000 words. The proposal must be directly relevant to the intended field of study.
A vague or generic proposal will not compete. The selection panel evaluates research potential, and a weak proposal signals weak preparation regardless of your academic results. Write a proposal that is specific, grounded in your field, and clearly connected to real research questions.
What the Selection Panel Looks For
MIS 2026 selection goes beyond grades. The Ministry of Higher Education evaluates applications on multiple dimensions.
Strong applicants demonstrate:
- Outstanding academic achievement backed by strong CGPA and transcripts
- Active co-curricular and extracurricular involvement
- A high-quality research proposal with clear focus and relevance
- Strong English communication and academic writing skills
- Potential to contribute to technology, human welfare, or sustainable development
- Research topics connected to Malaysia’s development priorities — this is not mandatory but strengthens relevance
The last point deserves attention. If your research naturally connects with Malaysia’s education system, ICT ecosystem, environmental challenges, economic development, agricultural sector, or social welfare, make that connection explicit in your proposal and personal statement.
Required Documents for MIS 2026 Application
Every document must be submitted in PDF format through the online application portal. Incomplete applications will not proceed.
Mandatory documents include:
- Completed online application form
- Certified copy of passport with at least six months’ validity
- Certified academic transcripts from all previous degree programmes, covering all courses taken
- Official grading system explanation from your previous university if CGPA, marks, or score percentile do not appear clearly on your transcript — this document must be certified
- English language proficiency certificate (IELTS, TOEFL, or official medium-of-instruction letter)
- Two recommendation letters from referees such as academic supervisors, lecturers, or senior professional superiors
- Admission letter from a Malaysian university if already admitted or currently enrolled
- Curriculum Vitae (CV)
- Research proposal of at least 1,000 words (compulsory for Master’s by Research and PhD applicants)
All documents must be in English. If any document is originally in another language, a certified English translation must accompany it.
A Practical Warning on Documents
Recommendation letters require time from your referees. Certified translations require time from certified translators. A research proposal of real quality requires weeks of drafting and revision.
Do not start collecting documents in the final week before the deadline. Begin now.
